NYC Construction Safety Training Company Indicted in Alleged OSHA Card Scheme
Prosecutors allege the company sold OSHA and Site Safety Training cards to individuals who had not completed required construction safety courses.

A New York City construction safety training company and two men have been indicted for allegedly selling OSHA and Site Safety Training cards to workers who had not completed the required courses.
Department of Investigation personnel posed as construction workers and visited Redcode Inc.’s Brooklyn and Queens locations between April 22 and July 16, 2025. Owner Lutfur Rahman and associate Mohammed Tushar allegedly agreed to provide the investigators with the cards for $500 each.
The investigators were allegedly told to sign attendance sheets indicating they had completed the training. Redcode then allegedly submitted false information to the New York City Department of Buildings and an OSHA-designated training intermediary. Those submissions led to the issuance of OSHA and Site Safety Training cards, prosecutors said. DOB Commissioner Ahmed Tigani said the department has invalidated Site Safety Training cards issued by Redcode.
Rahman, 34; Tushar, 34; and Redcode face three counts of first-degree offering a false instrument for filing. They also face three counts of second-degree receiving reward for official misconduct. The indictment includes six counts of second-degree falsifying business records.
Rahman and Tushar were released without bail and are due back in court Nov. 4, 2026. An indictment is an accusation and does not constitute proof of guilt.
