Maritime Safety Standards Tighten in Caribbean Territories
New federal enforcement initiative targets high injury rates at ports and shipyards throughout Puerto Rico and the U.S. Virgin Islands.

Federal labor officials are increasing oversight of maritime operations across Puerto Rico and the U.S. Virgin Islands to combat rising rates of workplace injuries and illnesses.
The regional emphasis program, overseen by OSHA, implements a five-year strategy for targeted inspections. The plan focuses on businesses operating on or near navigable U.S. waterways, where industrial hazards are statistically higher.
The scope of the program includes shipbuilding, marine cargo handling, port operations and navigational services. Even smaller-scale operations, such as marinas engaged in recreational boat repair, fall under the new inspection guidelines.
To assist local businesses, federal authorities are highlighting free, confidential consultation programs. These services allow small-business owners to work with safety experts to identify hazards and improve compliance with federal standards without triggering immediate citations or fines.
The Puerto Rico OSHA Consultation Program and the U.S. Virgin Islands Safety in Paradise program will lead these outreach efforts. The initiative aims to modernize safety cultures in high-risk water transportation and support sectors.
