DHS Awarding $1.3 Billion in 2012 Preparedness Grants

The final allocations are for seven FY2012 Preparedness Grant programs; the total is nearly $1 billion below the FY2011 allocations, Homeland Security Secretary Janet Napolitano said.

U.S. Homeland Security Secretary Janet Napolitano has announced the final allocations for seven FY 2012 Preparedness Grant programs will total more than $1.3 billion. The grants will help states, urban areas, tribal and territorial governments, nonprofit agencies, and the private sector prepare for potential terrorist attacks, major disasters, and other emergencies.

"Given limited resources, grantees are encouraged to utilize grant funding to maintain and sustain current capabilities through investments in training and exercises, updates to current planning and procedures, and lifecycle replacement of equipment," DHS's announcement said.

The FY2012 allocations include:

  • Homeland Security Grant Program: more than $830 million for states and urban areas to prevent and protect against acts of terrorism and other threats. The total includes $294 million for the states, $490 million for urban areas, and $46 million to enhance cooperation among agencies to enhance security along U.S. borders.
  • Emergency Management Performance Grants Program: more than $339 million to assist state and local governments in enhancing and sustaining all-hazards emergency management capabilities
  • Tribal Homeland Security Grant Program: $6 million to tribal applicants to implement preparedness initiatives
  • Nonprofit Security Grant Program: $10 million to support target hardening and other physical security enhancements for nonprofit organizations determined to be at high risk of a terrorist attack
  • Intercity Passenger Rail (Amtrak) Program: $10 million to protect critical surface transportation infrastructure and the traveling public from terrorism and increase the resilience of the Amtrak rail system
  • Port Security Grant Program: more than $97 million to help protect critical port infrastructure from terrorism, enhance maritime domain awareness, and strengthen risk management capabilities
  • Transit Security Grant Program: more than $87 million to owners and operators of transit systems
