OSHA Recognizes Norway Site for Product Safety Testing and Certification

OSHA staff found some nonconformances during a 2025 on-site review, which the agency said the company has since addressed, and no public comments were filed.

Employers that rely on products certified by a Nationally Recognized Testing Laboratory (NRTL) to meet OSHA requirements have another site where Nemko North America Inc. can test and certify them. OSHA added a site in Lysaker, Norway, to the lab's recognition, effective Oct. 16.

The Norway site may test and certify products only to standards it has the capability and programs to handle, and only to standards already in the company's NRTL scope.

Nemko North America applied for the expansion July 19, 2024. During an on-site review of the Nemko Norway facility Aug. 25-26, 2025, OSHA staff identified some nonconformances. OSHA said the company has addressed them sufficiently.

OSHA published a preliminary notice on the application Aug. 21, 2026. It received no comments by the Sept. 8 deadline.

Under the terms of its recognition, the company must promptly notify OSHA in writing of changes in ownership, facilities or key personnel, or any major change in its NRTL operations. It must also continue to meet all recognition requirements and OSHA policies.

NRTL recognition means an organization meets OSHA's requirements to independently test and certify specific products. Employers can use products approved by an NRTL to comply with OSHA standards that call for tested and certified products. The agency noted that recognition does not give a lab government authority.
