Wisconsin Animal Feed Plant Faces $161,332 in OSHA Penalties for Dust Hazards

Strauss Feeds LLC exposed workers to dust-related hazards, such as risks of fire, explosion and respiratory issues.

OSHA inspectors identified 24 violations — including 19 serious and five other-than-serious violations — at Strauss Feeds LLC in Watertown, Wisconsin, citing the company for exposing workers to hazards related to combustible and airborne dust. 

According to a recent release, OSHA carried out the inspection in February 2024 after receiving reports of unsafe working conditions at the animal feed producer. OSHA found the company failed to adequately control dust levels, which posed significant risks of fire, explosion, and long-term respiratory illnesses.

According to the agency, the company’s housekeeping practices were insufficient, and it did not assess dust hazards in workspaces or implement engineering controls to mitigate the dangers. Furthermore, inspectors noted that the company had no written respiratory protection program, including medical evaluations or fit-testing for workers.

“Unsafe levels of airborne dust can ignite suddenly, causing explosions and fires that jeopardize the safety of workers. Left unchecked, these same dust hazards can cause workers long-term health issues,” OSHA Area Director Chad Greenwood in Madison, Wisconsin, said in a statement. “Companies that manufacture products that create excessive dust particles must use engineering systems and highly effective respiratory protection programs to protect employees from harm.”

In addition to dust-related hazards, inspectors found issues with walking and working surfaces, fall risks, and the use of industrial trucks and forklifts in areas with combustible dust, further heightening the risk of fire and explosion. As a result, OSHA proposed fines totaling $161,332.
