Medical Surveillance in Occupational Health & Safety – Special Focus on Construction

This webinar will provide an overview of several aspects of medical screening and surveillance as part of an Occupational Health Program. The webinar will include a brief review of the U.S. Preventive Services Task Force and its mission to improve the health of people nationwide by making evidence-based recommendations about clinical preventive services. A formal occupational health surveillance program includes aspects of hazard and medical surveillance, with integration of hazard and medical surveillance being key to an effective program. Medical surveillance describes activities that target health events or a change in a biologic function assessed with repeated examinations and data analyses over time. Medical screening is a complementary activity that is designed to detect early signs of work-related illness by administering tests to apparently healthy persons in a cross-sectional approach. Both medical surveillance and screening are second lines of defense for prevention of work-related illness behind the implementation of engineering, administrative, and work practice controls (including use of personal protective equipment). This session will briefly review factors which should be taken into account when medical screening and surveillance are used for prevention of occupational cancer, focusing on lung cancer.

The Building Trades National Medical Screening Program (BTMed; BTMed.org: About) is a voluntary national medical screening program for construction workers previously employed at Department of Energy (DOE) nuclear weapons sites. This session will provide an overview of the BTMed, which has the mission of assisting construction workers who may be at significant risk for occupational illnesses as a result of their work.

Douglas B. Trout, MD, MHS
Dr. Trout has a degree in Industrial Hygiene and is an Internal Medicine and Occupational Medicine physician. He has worked for CDC’s National Institute for Occupational Safety and Health (NIOSH) since 1992 in several roles, including a number of years in the NIOSH Health Hazard Evaluation (HHE) Program. Currently he is a Medical Officer in the NIOSH Office of Construction Safety and Health and a member of the NIOSH Construction Sector Council.
