Electrical LOTO/ Control of Hazardous Energy and NFPA 70E

The failure to control hazardous energy has contributed to several electrical fatalities in the workplace. Since this is a well-documented field within OSHA and consensus standards, there appears to be a perception that the industry has a handle on controlling hazardous energy, also known as lockout/tagout or LoTo. This may be true for petrochemical, nuclear, and aerospace industries or chemical energy, radiation, mechanical energy, and work at elevated positions. In the electrical space, however, accident investigations and audits indicate serious gaps in the control of hazardous electrical energy when performing electrical work. 

This webinar explores the differences within the OSHA standards for general industry, commercial electrical, and utility work. It explains the role of NFPA 70E and introduces concepts such as complex and simple lockout, tasks that require electrical lockout, training, and auditing. We will also explore concepts such a failure to establish LoTo, failure of established LoTo, and why the term LoTo is incorrect for electrical work by introducing the concept of an Electrically Safe Working Condition.

Zarheer Jooma is a professional engineer and partner at e-Hazard. He holds a master’s degree (cum-laude) in electrical engineering, is a senior member of the IEEE, has convened and chaired arc flash safety standards, and is a member of both ASTM F18 and IEC TC-78. Zarheer performs electrical network design, arc flash studies, electrical safety training, incident investigations, and auditing. He has published several peer-reviewed papers on Electrical Safety, spoke at numerous conferences both locally and internationally, contributed to wording on the NFPA70E standard, and is actively engaged as a subject matter expert on the IEEE1584 suite of standards. He is the technical paper review chair for two of the IEEE journals and chair for the IEEE Electrical Safety Workshop 2025.
