L&I Proposes Boiler Fee Increase and Pool Heater Rule Clarification
L&I proposes a fee increase for its Boiler Program and updates to pool heater definitions, with a public hearing scheduled for February.

The Washington State Department of Labor & Industries (L&I) has proposed two updates to its Boiler Program rules, which could take effect on July 1, 2025. The proposed changes include a 6.41 percent fee increase to cover operating costs and modifications to the definition of pool heaters to clarify inspection requirements.
The fee adjustment aims to ensure the Boiler Program’s revenues align with expenditures, as calculated by the state Office of Financial Management for fiscal year 2026. If approved, the fee increase would apply to inspections and other services provided under the program.
The proposed rule changes also address pool heater definitions, with updates to formatting and language designed to improve clarity for inspectors and installers. L&I emphasized that the changes will not alter existing inspection requirements.
Stakeholders can participate in a public hearing on February 5, 2025, at 10:20 a.m. The hearing will be held at L&I headquarters in Tumwater, Washington, with options to attend virtually or by phone. L&I plans to file the final rule changes on April 22, 2025.
