California Agency Extends Comment Deadline on PCBTF Listing

The American Coatings Association asked for an extension of the comment period, which the agency granted. Comments are now due by 5 p.m. on Jan. 23.

The California Environmental Protection Agency's Office of Environmental Health Hazard Assessment (OEHHA) has extended the public comment period on its Notice of Intend to List p-chloro-α,α,α-trifluorotoluene (also known as parachlorobenzotrifluoride, or PCBTF) as known to the state to cause cancer under the Safe Drinking Water and Toxic Enforcement Act of 1986, or Proposition 65. The original comment deadline was Dec. 24, 2018, but it has been extended to Jan. 23, 2019.

PCBTF is a solvent in inks and coatings, and it is used in low-VOC polyurethane coatings. OEHHA published the notice on Nov. 23, 2018, which initiated a 30-day public comment period. But the American Coatings Association asked for an extension of the comment period, which the agency granted. Comments are now due by 5 p.m. on Jan. 23.

The association, based in Washington, D.C., represents companies and individuals in the paint and coatings industry.

Comments may be submitted electronically through the website https://oehha.ca.gov/comments or can be mailed, faxed, or delivered in person to OEHHA in Sacramento.

Prop 65 requires the state of California to maintain a list of chemicals that are known to the state to cause cancer, birth defects, or other reproductive harm. The list includes more than 900 chemicals.
