FHWA Releases Two Final Rules to Improve Highway System

The rules outline new performance measures that will improve roads and bridges as well as assess travel reliability.

The Federal Highway Administration has released two final rules that outline new performances measures to try to improve the country's roads and bridges, as well as assess travel reliability, congestion, and emissions. According to FHWA's news release, the rules ask states to account for air quality improvement by establishing performance targets, more transparency and accountability in setting performance targets for different areas, including pavement and bridge condition.

"Deteriorating and congested roads and bridges in our nation must be addressed head on, and today’s actions help us do exactly that," said outgoing U.S. Transportation Secretary Anthony Foxx. "These rules will play an important role in reducing travel delays and air pollution, and also improving infrastructure quality, giving the American people a better travel experience."

Both rules address concerns that were mentioned in the "Beyond Traffic" report from DOT.

"These new rules will improve the information available to state departments of transportation to help them focus their planning and programming decisions," said Federal Highway Administrator Gregory Nadeau. "Overall, they are about targeting investment decisions more strategically and evaluating their impacts."
