BSEE Releases Final Pipeline Decommissioning Costs Reporting Rule

The rule will amend the existing BSEE regulations.

BSEE Director Brian Salerno announced the release of the final pipeline decommissioning costs regulations to reduce risks offshore. The final rule, "Oil and Gas and Sulphur Operations on the Outer Continental Shelf—Decommissioning Costs for Pipelines," will amend existing regulations to require lessees, owners of operating rights, and right-of-way holders to submit summaries of expenditures for pipeline decommissioning activities.

This broadens the rule to include pipelines and does not change the requirements of the decommissioning procedures themselves. Expenditures must be reported within 120 days of each decommissioning activity.
