Wisconsin Roofing Contractor Cited for Fall Protection Violations

Overhead Solutions LLC now faces $180,000 in proposed penalties.

Overhead Solutions LLC, a Wisconsin roofing contractor, now faces OSHA citations for repeated safety violations, including proposed penalties of $180,000 for putting workers at risk.

According to a release dated Nov. 27, OSHA inspections at two separate Wisconsin worksites identified employees and subcontractors working at significant heights without proper fall protection within two weeks. These violations align with previous citations OSHA issued to the company in 2022, demonstrating a pattern of neglecting federal fall protection standards.

On May 25, 2023, inspectors observed employees 30 feet above ground at an apartment complex in Menasha without adequate fall protection. Shortly after, an inspection at an Appleton site saw a company project manager failing to correct visible fall protection hazards on a 10-foot-high roof. As a result, OSHA issued citations for four repeat and one serious violation.

“Overhead Solutions’ continued willingness to ignore federal safety regulations is putting its employees and subcontractors at risk of potentially serious and fatal injuries,” OSHA Area Director Robert Bonack in Appleton, Wisconsin, said in a statement. “By failing to ensure fall protection equipment is used properly and train workers and supervisors to recognize hazards and safety procedures, the company continues to invite disaster.”

Overhead Solutions now has 15 business days from the receipt of its citations and penalties to comply, request an informal conference with OSHA’s area director or contest the findings before the independent Occupational Safety and Health Review Commission.
