Washington L&I Updates Its Boiler Rule Amendments to Enhance Safety

The proposed changes were filed on January 2, 2024.

The Washington State Department of Labor & Industries (L&I) has announced proposed amendments to the safety standards governing its boiler program.

According to L&I, the proposed changes specifically apply to Chapter 296-104 WAC, Board of Boiler Rules - Substantive. Filed on January 2, 2024, these updates affect safety codes, installer and clearance requirements and fees associated with boilers and pressure vessels.

L&I considers these amendments necessary to ensure the rule aligns with national boiler and unfired pressure vessel safety standards and industry practices. The Board of Boiler Rules, in collaboration with L&I, aims to enhance safety measures with this step, ensuring continued adherence to evolving industry standards.

Stakeholders and interested parties are encouraged to participate in a public hearing scheduled for February 21, 2024. Written comments must be submitted by February 13, 2024. The anticipated adoption date for the proposed amendments is April 16, 2024.

The amendments, outlined in the CR-102 Proposal, propose changes to the existing boiler rule language, with an accompanying Small Business Economic Impact Statement memo and Preliminary Cost-Benefit Analysis (CBA).
