It started Sunday and ends May 1, incorporating April 28, which is observed around the world as Workers Memorial Day.
Available to the public as a webcast, the May 18-20 event stems from recent incidents including the Colgan Air flight 3407 crash in February 2009.
The Governors Highway Safety Association projects that fatalities fell nationwide from 5,290 in 2008 to 4,762 or fewer in 2009, marking the first decline after 11 years of increases.
"Our inspection found that the blades on this and other saws lacked the guarding designed to prevent just this type of accident," said Diana Cortez, OSHA's area director in Tarrytown, N.Y.
Cited violations against the company include failing to provide safe work practice procedures for hot work in a confined space, failing to prevent cutting operations in the presence of explosive atmospheres, and the lack of procedures for summoning resuce and emergency services.
A May 5 signing ceremony at DOL headquarters in Washington, D.C. is well timed because OSHA will require certification of some lifting personnel in the cranes and derricks standard it is expected to issue in July 2010.
"There is no excuse for this accident," said Charles Adkins, OSHA's regional administrator in Kansas City, Mo. "This worker should not have been allowed to work in the machine without energy sources being locked out."
The new organization integrates three businesses -- DuPont Safety Resources, Coastal Training Technologies, and segments of DuPont Clean Technologies.
With the exception of three 13-year-olds, the 1,482 minors the company employed were 14 and 15 years of age.
A podcast and Facebook discussion are part of the accrediting organization's preparations for the May 6-12 event.

The Department of Labor recently announced that Secretary of Labor Hilda L. Solis will convene a National Action Summit for Latino Worker Health and Safety on April 14 and 15 in Houston. Opening day events will include a keynote address by Solis and employees sharing their workplace experiences.
