OSHA Partners with Methuen Obayashi JV on Manchester Tunnel Project Safety
The strategic partnership aims to reduce construction hazards through improved safety systems, training, and leadership engagement during work on the Cemetery Brook Drain Tunnel Project.

OSHA has entered a strategic partnership with the Methuen Obayashi Joint Venture to promote worker safety and health during the construction of the Cemetery Brook Drain Tunnel Project in Manchester.
The project involves the construction of a gravity-fed stormwater conveyance tunnel designed to modernize the city’s drainage system and reduce sewer overflows. OSHA said the partnership will focus on preventing worker exposure to hazardous gases, pressurized zones, confined spaces, and struck-by hazards, while ensuring proper shoring and protective systems are used during excavation activities.
The initiative will also support contractors in developing safety and health management systems and provide hazard-recognition training for subcontractors working on the site. Partners will emphasize leadership engagement, accountability, worker participation, and hazard identification.
The partnership operates under OSHA’s Strategic Partnership Program, which brings together employers, workers, and industry stakeholders to improve workplace safety and health through collaborative, goal-driven efforts.
