Oregon OSHA Fines Medford Contractor $128K for Repeat Fall-Protection and Safety Violations

Shrader Homes Inc. was cited after inspectors found workers exposed to multiple hazards at a White City framing site, including unprotected heights, damaged ladders and missing eye protection, marking several serious and repeat violations.

The Oregon Occupational Safety and Health Division has fined a Medford construction company $128,345 after inspectors found workers exposed to multiple safety hazards, including an unprotected fall from a two-story structure.

The citation against Shrader Homes Inc. followed an inspection at a White City jobsite where employees were performing framing work on a two-story residence. Oregon OSHA issued five violations, including four classified as serious and two as repeat offenses. One fall-protection violation was the company’s fourth repeat citation, while an additional ladder-safety violation marked its second repeat offense.

“Any employer that directs workers to do jobs at elevations must take action beforehand to make sure protective systems are in place,” said Renée Stapleton, administrator for Oregon OSHA. “Workers have a right to safety and health under the law. Employers are responsible for making that right a reality.”

Inspectors found employees working at heights of six feet or more without required fall-protection systems, using a damaged ladder that should have been removed from service, failing to extend ladder side rails to the required height, and working near an unprotected wall opening on the second floor. Another violation involved an employee using a pneumatic nail gun without proper eye protection.

Penalties ranged from $1,412 to more than $110,000, reflecting Oregon OSHA’s higher fines for repeat violations and hazards likely to cause death or serious harm. The total penalty included a standard reduction based on the company’s size.

Shrader Homes has 30 days to contest the citation and has filed an appeal.
