Jacksonville Roofing Contractor Faces $752K in OSHA Penalties for Fall Hazards

Elo Roofing cited for willful and repeat violations after inspectors found workers unprotected from deadly falls.

A Jacksonville roofing contractor faces more than $750,000 in proposed penalties after federal inspectors found employees repeatedly exposed to dangerous fall hazards at residential worksites.

OSHA cited Elo Restoration LLC, operating as Elo Roofing, with 10 violations following two inspections earlier this year. Four of the citations were classified as willful, three as repeat, one as serious and two as other-than-serious.

On March 18, inspectors initiated an investigation at an Elo Roofing job site in Jacksonville. Two weeks later, a second investigation began at a site in St. Johns after a worker was hospitalized when they fell through a residential roof while removing skylight fixtures.

Investigators determined employees were working at least six feet above lower levels without required fall protection. The worksites lacked guardrails, safety nets, personal fall arrest systems or other alternative protections.

“These citations are a stark reminder that workplace safety is non-negotiable, and we will carry out our duty to hold employers accountable when they put lives at risk,” said Secretary of Labor Lori Chavez-DeRemer.

Deputy Secretary of Labor Keith Sonderling added, “No one should walk into work worrying that they might not come home at the end of the day. Our workers are the backbone of this country, and we strive every day to ensure they never pay the ultimate price for a paycheck.”

OSHA has proposed penalties totaling $752,846. The company has 15 business days from receiving the citations to comply, request an informal conference with OSHA, or contest the findings before the independent Occupational Safety and Health Review Commission.

The case underscores OSHA’s ongoing emphasis on fall protection, which remains one of the most frequently cited violations in the construction industry.
