Controlling Hazardous Energy Sources During Confined Space Entries

When work takes you or employees inside confined spaces where energy-related hazards exist, the entry plan must include effective measures to control the dangers. This presentation deals with the hazard assessment process for preparing to enter confined spaces, particularly where proper shut down and isolation of mechanical equipment, pressurized lines, electrical exposures and other energy sources exist. We will look at hazard assessment models, see how energy-related dangers can be identified and how procedures for locking out can be incorporated into the entry permit system.

The role of entry supervisor, attendant and authorized entrant will be discussed as they relate to coordinated responsibilities for identification, isolation and ongoing control of energy related hazards. Often, confined spaces have been newly created (as in the new construction standard) or have never been entered before. We will wrap up with an overview of how to prepare and implement effective lockout control measures at the time of entry when pressure to begin work creates its own unique challenges.

He has worked with Control of Hazardous Energy-Lock out Tag out since the inception of the OSHA 1910.147 standard and is currently a participating member of the ANSI Z244.1 committee on Control of Hazardous Energy, as well as a delegate to the U.S. PC283 committee contributing to the upcoming ISO 45001 Global Standard for Occupational Health and Safety
