Hazard and Risk Assessment, Respiratory Protection During Disaster Response and Cleanup

“When disaster strikes, confusion and indecision often take place when we React instead of Proact”  We need to ask what my agency’s capabilities are during the first 100 hours of a disaster. Regulatory compliance needs to be in practice before the disaster occurs to be able to safeguard your employee’s safety and health. It is hard to play catch up when the incident is happening all around you.

Section 13(a) of the OSH Act defines imminent danger as "…any conditions or practices in any place of employment which are such that a danger exists which could reasonably be expected to cause death or serious physical harm immediately or before the imminence of such danger can be eliminated through the enforcement procedures otherwise provided by this Act."

Disaster risk assessments include: the identification of hazards; a review of the safety and health hazards workers may encounter and reassess if conditions change. We then list responder responsibilities,  Fire, Police, EMS, and Public Works. Facilities Services and Public Works were officially added as First Responders in 2005 by the Department of Homeland Security and Federal Emergency Management Agency (FEMA). They have responsibility under the National Response Framework’s Emergency Support Functions (ESFs)(3) to provide support, resources, program implementation, and services that are needed to save lives, protect property and the environment, restore essential services.

The three most common routes for occupational exposure to toxic materials are inhalation, ingestion, and absorption. The respiratory system provides the quickest and most direct route of entry, which can be attributed to the fact that the respiratory system has a direct relationship with the circulatory system.

This webinar will discuss site safety, including respiratory risks, how to select and safely use appropriate respiratory protection , PPE, and decontamination procedures.

General Dwight D. Eisenhower (1890–1969) was Commander-in-Chief of the Allied Forces in Europe during the Second World War and later served as a two-term President of the United States. As the man responsible for overseeing the invasion of Europe, he was intimately involved in the planning that went into D-Day. Despite all that, he famously said: “In preparing for battle I have always found that plans are useless, but planning is indispensable.”
