OSHA’s Top 10 Most Frequently Cited Standards for FY 2022

This webinar will highlight the top 10 most frequently cited standards following worksite inspections by federal OSHA from Oct. 1, 2021, to Sept. 30, 2022. OSHA publishes this list to alert employers about these commonly cited standards so they can take steps to find and fix recognized hazards before workers get hurt, become ill or lose their life.

Far too many preventable injuries, illnesses and deaths that occur in the workplace are related to these top 10 cited standards. OSHA encourages employers to implement a safety and health management program that is built around core elements that include management leadership, worker participation, hazard identification, hazard prevention and control, education and training, and program evaluation and improvement. Implementing a strong safety and health management program is a way for companies to demonstrate that they hold up safety and health as a core value.

Patrick J. Kapust is the Deputy Director of the Directorate of Enforcement Programs (DEP), Occupational Safety and Health Administration (OSHA), U.S. Department of Labor in Washington, D.C.

As Deputy Director of DEP, Mr. Kapust leads a staff of fifty employees who support OSHA's mission of enforcing standards.  Through policy vehicles such as Directives and Interpretations, DEP provides guidance on how Compliance Safety and Health Officers enforce OSHA standards and how employers are expected to comply with OSHA standards.  DEP provides enforcement guidance in the areas of agriculture, general industry, maritime, federal agencies, and in health areas of the construction industry. DEP also provides guidance on the application of the General Duty Clause, section 5(a)(1) of the OSH Act, as well as OSHA standards in 29 CFR Parts 1910, 1915, 1917, 1918, 1919 and portions of 1926 and 1960. 

Mr. Kapust began his career with OSHA in 1991 as a Compliance Safety and Health Officer, Industrial Hygiene in Region III at the Harrisburg Area Office.  In 1999, he came to OSHA’s National Office and since that time, has served in a variety of key positions in the Directorate of Enforcement Programs including Safety and Health Specialist in the Office of General Industry Enforcement.  

Mr. Kapust earned a Bachelor of Science from the University of Maryland in College Park, Maryland.  He is a Certified Safety Professional.
