Companies hiring construction contractors are paying more attention than ever to the safety and health programs of the contractors and subcontractors they are hiring. This vetting (and to some, vexing) trend is moving from beyond primarily major governmental contracts and the contracts of major construction owners, to other segments of the industry.
And, it’s no longer as simple as a purchasing department checking to see if contractors have certificates of insurance and a low Experience Modification Rating (EMR). Rather, more savvy firms are checking, either directly or through 3rd party contractor vetting services, to see if potential contractors have programs for hazard analysis and control as well as for high potential hazard work, (for example, fall protection, confined space entry, trenching/excavation, processes with hazardous materials), and sometimes for more complex safety management systems.
This webinar will discuss the state of contractor prequalification programs from different perspectives, and new regulations and standards that should be considered by both construction “owners” and contractors.
It will also address questions such as: What should an organization using construction contractors look for in a contractor’s safety programs? How might the ISO/Draft International Standard (DIS) 45001, Occupational Health and Safety Management Systems, affect this? What is a reasonable approach for construction contractors to take to both work safely and to present the best programs to potential clients? What are some post-award considerations?

Greg Zigulis, CIH, CSP, MBA
Greg Zigulis has over 30 years of Environmental, Health and Safety experience within several industries. This includes having been a Health and Safety Manager for a construction management company, an EHS Regional Manager with responsibility for contractor safety management programs (as an end-user), an Associate Director at a University conducting construction safety and fatality research on behalf of OSHA (with an emphasis on factors influencing safety in construction), and a Vice President for EHS of a national disaster restoration company. He is a Certified Industrial Hygienist (CIH) through the American Board of Industrial Hygiene (since 1990), and a Certified Safety Professional (CSP) through the Board of Certified Safety Professionals (since 1991). Program areas of emphasis have included contractor prequalification and selection, contractor performance review, ethics and compliance, safety team development, safety management systems and fatality research, health and safety related risk assessments, training, and auditing. He has frequently developed and lead programs for incident investigations and causal factor analysis, energy control (lockout/tagout/tryout), confined spaces, hazard communication, industrial hygiene (to include programs for the assessment and control of silica dust exposures and noise sampling), and workers’ compensation program management. He has also helped implement programs designed to help achieve positive safety attitudes/culture and risk perception.
Greg is a member of the AIHA, ACGIH and ASSE. He serves as the Laws and Regulations Chair of the Greater Detroit Chapter of the ASSE and is also a Director with the Western Michigan Industrial Hygiene Society.

Carl W. Granger, CSP
Carl Granger is the Safety Director for Woods Construction, Inc. In Sterling Heights, Michigan. He has worked for Woods Construction since 2008. Prior to that, Carl spent 12 years working in manufacturing as a Human Resources/EHS Leader for Fine Impressions, Inc. in Minnesota (1998-2005) and at Clean Tech, Inc. in Dundee, Michigan (2006-2008).
Carl graduated from the University of Minnesota - Mankato in 1997 with a bachelor’s degree in Philosophy. In 2003, Carl was awarded the Certified in Safety Management under the MN Workplace Safety Certificate Program, and in 2007, he attained SPHR (Senior Professional in Human Resources) Certification through the Human Resource Certification Institute. Carl also attained the CSP (Certified Safety Professional) Certification achieved through the Board of Certified Safety Professionals in 2013.
Carl serves on several safety committees, including the Associated General Contractors of Michigan (AGC-M); the Construction Association of Michigan (CAM); and the American Society of Safety Engineers (ASSE) both in the Lansing and the Greater Detroit Chapters. He is a former President of the Greater Detroit Chapter of the ASSE.
Carl has presented at several professional safety events, including the CCC Safety Awareness Day; the City of Ann Arbor Safety Stand Down; and, the ASSE/CAM Safety Leadership Conference, and he was recently recognized as the 2015-2016 Greater Detroit Chapter Safety Professional of the Year and the 2016 Michigan Safety Conference "Darryl C. Hill" Safety Professional of the Year.
