OSHA Estimates LOTO Standard's Burden at 2.9 Million Hours

OSHA estimates the total burden on employers imposed by its Control of Hazardous Energy standard (29 CFR 1910.147) at 2,989,421 in a Federal Register notice that seeks to continue the data collection it involves. The estimated number of affected entities is 773,632, while the time to comply can be as little as 15 seconds for simply notifying workers before or after removing a lock or tag to as much as 80 hours to develop energy control procedure, the notice says.

The standard contains several information collection requirements for documenting energy control procedures, informing and training workers, inspections, and more.

Public comments about the OSHA solicitation may be submitted until April 18 by visiting www.regulations.gov and searching Docket No. OSHA-2011-0033.

OSHA also published a notice to continue the information collection requirements of its construction standards on posting emergency telephone numbers and floor load limits (paragraph (f) of Sec. 1926.50 and paragraph (a)(2) of Sec. 1926.250, respectively).
