Wisconsin PDC to Address Lead-Safe Renovation Rule

The deadline for lead-safe renovator certification and company certification is April 22. The March 31 conference by AIHA's Wisconsin Section will discuss the rule, which the state Department of Health Services has explainedd to contractors and others through a series of meetings.

AIHA's Wisconsin Section will host a PDC on March 31 at the University of Wisconsin – Whitewater that informs attendees about the state's Lead-Safe Renovation Rule, as well as the May 31 date for implementing engineering controls to meet OSHA's hexavalent chromium standard. The state rule requires lead-safe renovator certification and company certification starting April 22.

Significantly, Wisconsin defines paint as lead-based if it is 0.7 mg/cm2 lead in dried film of paint or 0.06 percent lead by weight (600 ppm), which is lower than EPA's definition of 1.0 mg/cm2 lead or 0.5 percent lead by weight (5,000 ppm). The Wisconsin Department of Health Services will recognize paint test kits that detect lead to Wisconsin standards, but currently there are no Wisconsin-recognized test kits available. Meetings explaining the rule to contractors, trades, painters, rental property owners, and the general public were held throughout the state in January, February, and March.

The section's conference will include a talk on principles of noise control and applications noise controls for specific equipment types; another session will address welding fume assessment and controls in light of the HexChrome standard's deadline.
