Transportation Safety Advisory Group Elects New Officers

The Intelligent Transportation Systems America Public Safety Advisory Group, which advises the U.S. Department of Transportation on development and deployment of ITS technologies optimizing travel mobility, safety and security, economy, and environmental quality, recently elected its 2008-2010 officers, including Chair Dia Gainor and Vice Chair Captain Raymond Fisher.

Gainor has served as Bureau Chief of Emergency Medical Services for the State of Idaho for 15 years and is a past president of the National Association of State Emergency Medical Services Officials. She has been involved in activities of national significance to EMS, including formation of the PSAG and the DOT-National Highway Traffic Safety Administration EMS Scope of Practice Model. A leader among her EMS colleagues, Gainor is well known for her advocacy for EMS quality improvement and rural transportation issues, ITS says.

Fisher began his career with the Colorado State Patrol in September of 1991. He transferred to the Research and Planning Unit of Operational Development Section in 1996, and in 1998 he was promoted to Technician Trooper and assigned to the Policy Development Unit of the Operational Development Section, supervising policy development, participating in the development of the Patrol’s strategic plan, coordinating legislative research projects, and supervising development of law enforcement operational issues. On his promotion to Captain, he assumed responsibility for the Patrol’s Operational Development Section. Fisher has more than 19 years of law enforcement experience and is currently Chair of the International Association of Chiefs of Police State and Provincial Police Planning Officers Section.

PSAG initiates programs that promote inter-disciplinary, inter-agency, and inter-jurisdictional coordination and cooperation, and that promote partnerships for advancing transportation services technologies. The group draws its membership from transportation services providers including Law Enforcement, Emergency Medical Services, Transportation Operators, Emergency Management, Emergency Communications, Fire and Rescue, and Telematics and Technology interests.
