FMCSA Launches Portal to Four Key Safety Systems

The Federal Motor Carrier Safety Administration has launched the FMCSA Portal, the first phase of the Creating Opportunities, Methods, and Practices to Secure Safety (COMPASS) program, a multi-year information technology and business process transformation project. The initial release provides single sign-on access to four key safety systems: the Motor Carrier Management Information System (MCMIS), the Enforcement Management Information System (EMIS), the Licensing & Insurance System (L&I), and the Data Quality System (DataQs) via a single password and user ID. Better access to crucial safety data will allow FMCSA and state enforcement personnel to make better decisions, identify high-risk carriers and drivers more effectively, and apply a wider range of interventions to correct high-risk behavior sooner, the agency said, adding that the improved access to information will also allow carriers to focus more on operating safely and efficiently.

Users can continue accessing MCMIS, EMIS, L&I, and DataQs through existing interfaces for a short period of time. But after that time, users of those systems will be required to register for a Portal password, and re-register for MCMIS, EMIS, L&I, and DataQs. Users will be notified about the registration deadline as soon as that date is available, FMCSA said.

Beginning October 2, 2007, online training will be offered in successive weeks to FMCSA and enforcement users in the four Service Center areas. Training for carriers will be offered once Service Center training has been completed. The schedule for the training is as follows:

  • October 2 - October 5: Eastern Service Center.
  • October 9 - October 12: Western Service Center.
  • October 15 - October 18: Midwestern Service Center.
  • October 22 - October 25: Southern Service Center.
