Tool Kit Offered for Graduated Driver's Licensing

Bidding to help authorities and stakeholders reduce the risk of motor vehicle crashes with a proven strategy, the Healthy States Initiative offers a Graduated Drivers Licensing Toolkit that describes why GDL laws are needed and what state legislators can do to improve them. Created with CDC funding, the Tool Kit is online at www.healthystates.csg.org/Public+Health+Issues/Injury+Prevention.

HSI is a partnership of The Council of State Governments, the National Black Caucus of State Legislators, and the National Hispanic Caucus of State Legislators, with the Association of State and Territorial Health Officers and the American Public Health Association acting as advisers.

The ideal system of graduated licenses has three stages that are outlined in the kit: A supervised learner's period that lasts at least six months; an intermediate period that allows unsupervised driving in less risky situations; and full licensure. Most states have some components, but no state has them all, the group says.
